Definition

Performs, directs and approves the products of professional land survey work and coordinates the activities of the right of way section of a Transportation Region; performs related work as required.

Work Examples

  • Certifies, seals, and assumes professional responsibility for acquisition plats and legal descriptions prepared by Right of Way Aid 4's from field surveys in the Transportation Region required by Iowa Code 354.4.

  • Provides advice and instructions to staff and consultant professional Land Surveyors performing land surveys, preparing acquisition plats, determining property lines, re-establishing lost corner monuments, and to technicians in preparing pats and descriptions.

  • Administers all right of way activities in the Transportation Region, including the preparation of plats, descriptions, conveyances, and other documents necessary in the acquisition of right of way by contract or condemnation, and in the disposal of excess lands.

  • Coordinates, provides, and recommends participation in continuing professional land survey training and education necessary to improve the performance of DOT Land Surveyors and to maintain professional land survey licenses.

  • Provides professional land survey assistance and guidance to Construction Technicians and Land Surveyor 1's. Makes all land surveying decisions in the Transportation Region.

  • Serves as an expert witness in court proceedings related to land acquisition; assists the General Counsel Division in preparing documents pertaining to legal hearings, interrogatories, special assessments, injunctions and tort claims.

  • Determines current and future equipment needs, recommends current and future equipment needs to the Transportation Center Management Team, and arranges for the purchase of additional and replacement survey equipment.

  • Assists supervisor by performing such duties as instructing employees, answering questions, distributing and balancing the workload and checking work; may make suggestions on selection, promotions and reassignments.

  • Directs the maintenance of complete Transportation Region records of all right of way transactions including right of way required for highway projects, rental of State owned property, sale of excess lands, farm leases, access control, etc.

  • Provides professional, technical, and functional support in the development of special projects within the Transportation Region.

  • Provides professional support and information to all external and internal customers.

  • Performs trigonometric, geometric, and algebraic calculations to close survey configurations and prove physical work.

Competencies Required

  • Knowledge of land surveying laws and legal principles in reestablishing and determining real property boundaries.

  • Knowledge of Iowa laws relating to the sale, maintenance, and disposal of right of way.

  • Knowledge of engineering principles and techniques.

  • Knowledge of Department of Transportation policies, procedures, and regulations relating to engineering design and right of way operations.

  • Knowledge of computer land survey and engineering programs necessary to prepare plats and legal descriptions.

  • Knowledge of mathematics including algebra, geometry, and trigonometry.

  • Ability to communicate effectively and to direct the activities of private consultant land surveyors to assure compliance with land survey legal principles and procedures in order to prevent litigation over property lines.

  • Ability to prepare or evaluate technical plats and legal descriptions.

  • Ability to interact with other DOT offices to resolve errors and omissions on proposed highway plans and summaries of proposed right of way acquisition plats.

  • Ability to apply land surveying knowledge, training, experience, expertise, and judgment to related transportation activities.

  • Ability to review consultant land survey plats and descriptions for accuracy, compliance with standards, and other related criteria.

  • Ability to read and understand plans and specifications.

Education, Experience, and Special Requirements

Possession of a current professional land surveyor's license as issued by the Iowa Board of Engineering and Land Surveying and the equivalent of two years of full time professional land surveying experience;

OR

employees with current continuous experience in the state executive branch that includes experience equal to eighteen months of full-time professional work as a Land Surveyor 1.
