Performs advanced-level enterprise-wide financial analysis, planning and program evaluation, management analysis, and budgeting work; performs related work as required.

Work Examples

  • Provides financial analysis, program evaluation, and management analysis relating to statewide accounting and payroll operations, development of the statewide annual comprehensive financial report, and state tax policy.

  • Confers with departmental administrators and financial programs managers on fiscal problems to interpret and enforce statewide accounting and financial policies and regulations; provides input on the coordination and processing of fiscal claims against the state.

  • Forecasts receipts, refunds, and tax credits for the Revenue Estimating Conference using models that reflect the relationship between historical changes in the Iowa economy, national economy, Iowa tax law, and federal tax law.

  • Analyzes proposed legislation and policy revisions or prepares revenue estimates, statistical reports, financial estimates, and fiscal notes to assess impact and effect; recommends support, modification, or withdrawal based upon the Governor’s adopted program plans and financial policies.

  • Conducts studies and surveys of methods and procedures; prepares comprehensive reports of such activity including recommendations for indicated action.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1. Seven years of full-time professional-level work experience in budget analysis, financial management, accounting, law, or management analysis work.

  2. All of the following (a, b, and c):

    1. One year of full-time professional-level work experience in budget analysis, financial management, accounting, law, or management analysis work; and

    2. A total of four years of education and/or full-time experience (as described in part a),  where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

    3. A total of two years of graduate-level education and/or full-time experience (as described   in part a), where twenty-four semester hours of accredited graduate college or university course work in public or business administration, law, economics, finance, or accounting equals one year of full-time experience.
