The Iowa Cooperative Purchasing program allows government entities and subdivisions across the State of Iowa to purchase from contracts (âMaster Agreementsâ) created by the Department of Administrative Services (DAS) Central Procurement. Cooperative purchasing is a collaborative effort, providing benefits in pricing, product quality, and contract process efficiencies for public purchasing entities throughout the State.
The program was developed in accordance with Iowa Admin. Code r. 11-117.4(3) âMaster agreements entered into by the department [DAS] may be extended to and made available for the use of other governmental entities as defined in Iowa Code section 8A.101.â

Benefits
We know the procurement process can be overwhelming and time consuming. Simplify the process and save on the duplication of administrative costs and the time needed to find the right contract by buying off of State of Iowa awarded contracts from vendors you already use.
When you purchase from a State awarded contract, you can take advantage of the best negotiated pricing based on Statewide volume and spend. The more often agencies, local government, and schools use the contract â the more volume and the better rates DAS is able to negotiate. Regardless of your product volume, you reap the rewards of the State volume purchasing power.
DAS contracts (âMaster Agreementsâ) are competed by State of Iowa DAS Central Procurement in accordance with Iowa Code, policies, and procedures. Awarded contracts are compliant with Iowa Code, incorporate appropriate terms and conditions, and insurance coverage requirements, with vendors who have been vetted and approved for use by the State. This allows you to bypass the solicitation process since it has already been at the State level. Save valuable staff time and improve efficiencies, while ensuring compliance with State regulations.
Many State contracts have multiple contractors to help expedite delivery needs throughout the State. Local business owners / dealers often have the ability to honor State contract pricing, allowing you to keep purchases in your community. You work directly with the vendor to secure the goods and services, by simply referencing the State MA # and issuing a purchase order to the State contracted vendor.
