Advanced Procurement Certification

Overview
This full-day seminar is designed to prepare state employees to conduct procurement actions with an estimated value between $5,000 and $50,000 for goods and services. Participants must take and pass the Introduction to State Procurement seminar prior to registering for this seminar.
Workplace Impact
Participants will develop essential skills for performing effective procurement functions, including completing research and needs assessments, navigating the solicitation process, and constructing evaluation procedures. These competencies will enable staff to conduct intermediate-level purchasing activities with confidence and in compliance with state regulations.

Buying Basics
On Demand in Workday Learning
Overview
To be authorized purchasers Level A, purchasers are required to pass the web-based training (WBT) module Buying Basics detailing State of Iowa procurement policy and procedures before making any purchases on behalf of the State. Buying Basics is strongly recommended for Pcard holders and anyone buying from existing Master Agreements (MAs), certified Targeted Small Businesses (TSBs) up to $25,000, goods up to $5,000, or services up to $5,000 (where no informal quotes or competitive bids are needed).

Introduction to State Procurement

Overview
This half-day seminar prepares state employees to conduct procurement actions valued up to $5,000. Participants must complete and pass six prerequisite web-based courses on legislative procurement code before registering. These courses are available through the DAS-Central Procurement Enterprise training website.
Workplace Impact
Participants will return with a clearer understanding of procurement rules, processes, and methods. They will be better equipped to navigate the purchasing cycle, choose appropriate procurement approaches, and handle procurement responsibilities ethically and effectively within state guidelines.

Level A Certification
On Demand via Workday Learning
Overview
The State of Iowa Level A Procurement Certification ensures compliance with State of Iowa procurement policies and procedures before making any purchases on behalf of the State.
This certification is for:
- Pcard holders
- Travel card holders
- Individuals purchasing from existing Master Agreements (MAs)
- Purchases up to $5,000 (goods or services, where quotes/bids aren't needed)
- Purchases up to $25,000 from certified Targeted Small Businesses (TSBs)
Required Courses: The certificate requires the completion of Buying Basics and PCard.

The State of Iowa Level 1 Procurement Certification is required for authorization to engage in purchases of goods and services up to $15,000 without competition or informal quotes or competitive bids for services from $15,000-$50,000.
