Retiree Health Insurance and Premiums

The State of Iowa offers State retirees the following health insurance options:

Health Plans Available to Retirees BEFORE Medicare-eligible: 

Iowa Choice Iowa Choice is an HMO and uses Wellmark’s Blue Access' network. You have access to doctors and hospitals in Iowa and counties sharing a border with Iowa. You do not have access to care outside of these areas unless you have an emergency while out of state or need care which is not available in the state of Iowa.
National Choice National Choice is a PPO and uses Wellmark’s Alliance Select's network. With National Choice, you have access to doctors and hospitals in Iowa, plus nationwide coverage to see any provider you want.

2019 Retiree Health Insurance Premiums After Medicare-eligible

Additional Information:

Iowa Choice National Choice 
You can continue coverage with Iowa Choice or National Choice as a Medicare-eligible retiree. The benefit design of Iowa Choice and National Choice is the same as the benefit design prior to becoming Medicare-eligible. Medicare becomes the primary payer on your claims and Iowa Choice or National Choice is the secondary payer.
If you have covered dependents who are not eligible for Medicare, Wellmark will continue to be primary on their health claims.

Group MedicareBlue Rx Iowa
You can reduce your Wellmark premium for Iowa Choice or National Choice by enrolling in Group MedicareBlue Rx Iowa, a Medicare Part D plan. Group MedicareBlue Rx Iowa will be your primary coverage for prescription drugs. After Medicare pays, your Wellmark plan will pay any remaining costs that are covered by the Wellmark plan. 

The 2019 premium for Group MedicareBlue Rx Iowa will be $129.10 per month per Medicare-eligible individual.

Buying the MedicareBlue Rx Iowa plan significantly reduces the amount Iowa Choice National Choice pays for prescription drug coverage. That savings is passed along to you in the form of a lower premium for your Wellmark plan coverage. The Group MedicareBlue Rx Iowa plan was created specifically for the State of Iowa. It is the only Medicare Part D plan that can lower the State’s Wellmark premiums. If you drop Group MedicareBlue Rx Iowa plan and purchase another Medicare Part D, including a different MedicareBlue Rx plan, you will pay the higher Wellmark premium.

Group Program F and Group Program N

The benefit design of Group Program F and Group Program N is identical to an individual Medicare Supplement Plan F or Medicare Supplement Plan N.

Group Program F and Group Program N only cover Medicare-eligible expenses that are not paid by Medicare. As long as Medicare covers the service, it will be covered by Group Program F or Group Program N.

Group Program F or Group Program N and MedicareBlue Rx
Coupled with the Group Program F or Group Program N is a Group MedicareBlue Rx plan. You have the option of two MedicareBlue Rx plans:

  • Group MedicareBlue Rx (Basic)
  • Group MedicareBlue Rx (Plus)

Group MedicareBlue Rx Basic or Plus is required with the Group Program F and Group Program N Plan.

The Group Plan F and the Group Plan N Plan and the Group MedicareBlue Rx plan are a health insurance package.

  • You cannot have the Group Program F or the Group Program N without the Group MedicareBlue Rx Basic or Plus plan.
  • You cannot have the Group MedicareBlue Rx Basic or Plus plan without the Group Program F or the Group Program N plan.
