In my estimation, to see this project through I would propose the following scope of engineering services, I have included fee next to each of the 3 identified areas also: 1. Design and Permitting Phase Engineering Services: ($8,200) a. Review the project design to re-mobilize the project completion effort. b. Perform coordination efforts with State of Iowa and Story Construction project management staff. c. Modify the permitting plan set and technical specifications to correctly indicate that this is a 2017 project instead of a 2013 project. d. Perform quality control and regulatory check of the 2013 design to verify the project conforms to 2017 design standards and state regulations. e. Submit the permitting plan set to the Fayette County Department of Environmental Health (Catherine Miller) for consideration of approval. f. Field permitting review questions from the Fayette County Environmental Health Department, make modifications to the plan as necessary. g. Once permit to construct is granted by the Fayette County Department of Environmental Health, finalize plans and specifications for bidding. (Incorporate state provided front end contract documents) h. Perform quantity take-off and final cost estimate. i. Submit final plans and specs in electronic form to Story Construction project management staff and/or Iowa DAS. j. Attend two project coordination meetings during this phase. 2. Bidding Phase Engineering Services: ($1,000) a. Answer technical questions and issue Addenda as necessary during bid process. (Through Story Construction project management staff) 3. Construction Phase services: ($3,500) a. Answer technical questions and issue change orders as needed. b. Make project visits to monitor construction progress for conformance with plans and specifications (3 visits), to verify substantial completion (1 visit), final completion (1 visit) and one time during the warranty period (1 visit). The design was complete and was ready to submit for permits, when it was stopped due to funding issues. Can you do some research within the company to see who may have worked on the project and what it would take to resurrect it, get it permitted and out to bid. I believe it was back in 2012.
