Guaranteed Issue

If you are currently enrolled in Blue Access, Blue Advantage, Iowa Select, Program 3 Plus or Deductible 3 Plus you will qualify for a guaranteed issue opportunity to purchase any Medicare Supplement plan A, B, C, F, K or L from any company selling these plans in Iowa.

Your Guaranteed Issue right means that the insurance company:

  • Must sell you a policy
  • Must cover pre-existing conditions
  • Cannot charge you more because of past or present health problems

You have 63 days from the day your coverage ends to apply for a Medicare Supplement policy. To receive this guaranteed issue right you must apply for a policy by March 4, 2018.

New health plan

For 2018, there is one plan with two network options:
  • Iowa Choice: Offers benefits through the Wellmark Blue Cross and Blue Shield Blue Access network
  • National Choice: Offers benefits through the Wellmark Alliance Select network.
The 2018 plan offers the broadest coverage available from all of our current plans. All of the health care services that are covered today will continue to be covered next year (though the cost share amounts for covered services may differ). 
  • Iowa Choice - similar to Blue Access, you will have access to a large selection of doctors and hospitals in Iowa and in counties sharing a border with Iowa. You will also have coverage should you have an emergency while out of state.
  • National Choice - similar to Iowa Select, you will have access to a large selection of doctors and hospitals in Iowa and nationwide. 

Group Program F and Group Program N will still continue to be offered to Medicare-eligible retirees.


Enrollment in the new health plan

Unless you make a change during the 2018 enrollment and change period, you will be automatically enrolled in a plan.

  • If you are enrolled in Blue Access or Blue Advantage, your coverage will automatically switch to Iowa Choice unless you make a change during the 2018 enrollment and change.  If you make a change, you will need to complete a new Wellmark application that will be included in the 2018 enrollment and change packet that will be mailed to you in October.
  • If you are enrolled in Deductible 3 Plus, Iowa Select, or Program 3 Plus, your coverage will automatically switch to National Choice unless you make a change during the 2018 enrollment and change.  If you make a change, you will need to complete a new Wellmark application that will be included in the 2018 enrollment and change packet that will be mailed to you in October. 
  • If you are enrolled in the Group Program F or Group Program N and you do not want to change plans, you do not need to complete a new application.

Open Enrollment for Dental

During this time period, current members may add eligible family members to their existing dental policy. The effective date of coverage for the newly-added dependents will be January 1, 2018.
