FSA Account Changes Allowed / Deadlines Extended

Several changes have been made to FSA plans for 2020 as a result of the COVID-19 pandemic. Submission deadlines and the Dependent Care Grace Period have been extended. You may make prospective (future) election changes, enroll or cancel without a qualifying life event. If you are having trouble logging into IowaBenefits, contact your Human Resources Associate for assistance.

If you are currently enrolled in one or both FSA plans, you can increase, decrease, or cancel your 2020 annual election to either plan.Any changes are effective the month after they are made.

2019 FSA plan participants have additional time to submit claims incurred in 2019. You may submit claims for 60 days after the national COVID-19 emergency has ended. Claims denied due to late filing will be reprocessed automatically. For more information, see Claim Information.

 

2019 Dependent Care participants may use remaining 2019 funds for 2020 claims through 12/31/2020. 

You may use funds contributed in 2019 for the rest of 2020. This means the grace period is extended through 12/31/2020. You have until 4/15/2021 to submit these claims.

 

You may enroll for 2020 participation anytime on or before 11/30/2020. Your enrollment is effective the month after it was submitted.

 

     

 

 

Changes 

Changes
To change the dollar amount to claim, follow these instructions:

  1. Log into IowaBenefits
  2. Click on “Edit your benefits”
  3. Select “Life or family change”
  4. When the dropdown for “Select reason for change” appears, select “Other” for health FSA changes and “Day care change” for dependent care FSA
  5. In the field “Enter the date of this life event”, enter today’s date or any date that is within 30 days prior to today
  6. On the screen labeled “Take a moment to review your family”, click Next
  7. To change your annual elect, click on “Edit contribution”
  8. Enter a new amount in the field labeled “Contribution Amount” and click Next.  This amount cannot be lower than the amount you will have contributed by the end of the month in which you submit this change.
  9. Click Save changes at the bottom of the screen and click Continue

Cancellation 
To cancel participation in FSA, follow these instructions:

  1. Log into IowaBenefits
  2. Click on “Edit your benefits”
  3. Select “Life or family change”
  4. When the dropdown for “Select reason for change” appears, select “Other” for health FSA changes and “Day care change” for dependent care FSA
  5. In the field “Enter the date of this life event”, enter today’s date or any date that is within 30 days  prior to today
  6. On the screen labeled “Take a moment to review your family”, click Next
  7. To cancel your annual elect, click on “Edit coverage”
  8. Click on “Decline Coverage” just above the bottom buttons
  9. Click on “Yes, decline”
  10. Click Save changes at the bottom of the screen and click Continue

2019 claim submission deadline extended 

If you were enrolled in FSA plans in 2019, you have additional time to submit claims incurred in 2019.

  • You may submit claims for 60 days after the national COVID-19 emergency has ended.
  • If you had any claims denied due to late filing, ASI will reprocess your claims automatically.

You may submit claims in the following ways:

  • Mobile App (Note: Login is case sensitive)
  • Fax to 877-879-9038
  • Online (log onto your ASI account at http://asiflex.com/ and attach a pdf version of your supporting documentation to your claim request)
  • Send to: ASIFlex, PO Box 6044, Columbia, MO 65205-6044

Grace period for Dependent Care claims extended

If you were enrolled in dependent care in 2019, you may use any remaining 2019 funds for 2020 claims through December 31, 2020.  Typically, you can only use funds contributed in the previous year for claims incurred through March 15 of the following year. This is called the grace period.

Due to the pandemic, the IRS is allowing you use funds contributed in 2019 for the rest of 2020.  In essence, the grace period has been extended through December 31, 2020.  You have until April 15, 2021 to submit these claims.

Enrollment

To enroll, follow these instructions:

  1. Log into IowaBenefits
  2. Click on “Edit your benefits”
  3. Select “Life or family change”
  4. When the dropdown for “Select reason for change” appears, select “Other” for health FSA changes and “Day care change” for dependent care FSA
  5. In the field “Enter the date of this life event”, enter today’s date or any date that is within 30 days prior to today
  6. On the screen labeled “Take a moment to review your family”, click Next
  7. To enroll, click on “Edit coverage”
  8. Click on “Select plan”
  9. Enter an amount in the field labeled “Contribution Amount” and click Next
  10. Select whether you want your reimbursements to be directly deposited into your bank account and click Next
  11. If you said yes, enter your bank information on the next few screens
  12. Click Save changes at the bottom of the screen and click Continue
