Project Request Summary

P-001-FY04-DHS (Campus Network Upgrade - Eldora)
Project Summary:

Project funds are being requested to rewire and upgrade the Eldora Training School campus to facilitate central data exchange and transmission, central communication switching, better and more reliable connectivity between buildings, less system down time, improved training and counseling opportunities, and improved internal security.

P-002-FY04-DHS (HIPAA Project - Woodward)
Project Summary:

Project funds are being requested to assist the Woodward Resource Center become HIPAA compliant. This involves converting large amounts of paper records to electronic format and installing the necessary security to protect the records and to monitor access to the records. This effort will also significantly reduce space required for record storage, facilitate transmission of client information, facilitate administrative utilization of records, and promote more effective client service delivery because electronic records are more readily available and timely accessible.

P-003-FY04-DHS (Campus Area Network Upgrade - Woodward)
Project Summary:

Project funds are being requested to update/replace the outdated communications and data transmission network on the Woodward campus.

P-004-FY04-DHS (HIPAA Project - Independence)
Project Summary:

Project funds are being requested to assist the Independence MHI become HIPAA compliant. This involves constructing a secure, temperature controlled storage area for hard copy client/medical records and developing and implementing an electronic process to locate and track records.

P-005-FY04-DHS (Health Info Assessment - All DHS Institutions)
Project Summary:

Project funds are being requested to hire a consultant to assess work process improvement opportunities related to the use of information technology at all DHS institutions.

P-006-FY04-ED (Web Based Teacher License Renewal)
Project Summary:

Project funds are being requested to develop and implement a web-based teacher license renewal system. This will eliminate the current labor and paper intensive renewal process.

P-007-FY04-ITD (Identity Security)
Project Summary:

Identity Security is the title of the program to improve the State of Iowa identity system. Identity information is used throughout our society with most business transactions relying on the accuracy of the underlying identifying information. Citizens also rely on the identity system provided by government as the method for proving who they are when necessary. The problem is that in this country there has never been a system designed and built to accomplish this function. A handful of documents such as birth certificate, drivers license or social security number card have been adopted to fulfill this function. Relying on those documents for identity needs as they are now deployed creates a very weak and vulnerable system. There are two results. The first is that identity fraud is now one of the fastest growing categories of crime striking hundreds of Iowans, individuals and businesses, every year. Losses range in the billion-dollar range nationally, which indicates a $10,000,000 annual loss in Iowa. Recent year-to-year statistics indicate growth in the 40% to 60% range. The dollar amounts do not truly capture the full scope of the problem. When identity information is stolen that crime on average goes undetected for 18 months. During that time thousands of dollars on average are stolen from the individual or businesses. The aftereffects last for a decade or more. The persons life is disrupted, credit rating destroyed and huge amounts of personal time.

P-008-FY04-ITD (Enterprise Professional Licensing)
Project Summary:

Project funds are being requested to continue the effort of comprehensively reviewing and evaluating the practices, processes, and procedures related to professional practitioner licensing. To the extent possible, develop improved processes that permit and facilitate licensing automation.

P-009-FY04-ITD (Public Key Infrastructure (PKI))
Project Summary:

Project funds are being requested to continue to develop and implement the state Public Key Infrastructure (PKI) that will enable users to access state government information and conduct business with the state in a protected, standardized manner. The PKI system provides a mechanism for secure transactions, digital signatures, authenticity and integrity of information, and user identity verification to computer systems.

P-010-FY04-ITD (Digital Government Portfolio)
Project Summary:

Project funds are being requested to plan, develop, and implement technology projects that are process engineering intensive. These would be cost effective, citizen centered, service delivery projects

P-011-FY04-ITD (State of Iowa Portal Infrastructure)
Project Summary:

The State of Iowa Portal Infrastructure will serve as the underlying platform on which to build the next generation of government services. The PI helps to integrate the individual business applications of agencies and other levels of government to provide seamless government services to citizens. This infrastructure provides a much quicker, easier and cheaper path to the goal of providing citizen-centric (rather than agency-centric) government.

P-012-FY04-ITD (Iowa Resource Network/211)
Project Summary:

Project funds are requested for maintaining and extending the development of the Iowa Resource Network. IRN is an Internet available catalog or database of information relating to Resources available to Iowans. The core development is completed and this ROI includes partner training, support, and development of partner and users.

P-013-FY04-ITD (Integrated Information for Iowa (ERP project) I/3)
Project Summary:

Project funds are being requested to continue funding the development and implementation of the Enterprise Resource Planning (ERP) System which will permit state government to more effectively and efficiently manage its resources. Funding was first provided for this project in FY03. Upon completion, the project will permit state government to automate and integrate the majority of its administrative processes, to share common data, and to access information in "real-time."

P-014-FY04-ITD (Electronic Forms and Business Process Workflow)
Project Summary:

Project funds are being requested to continue the development and implementation of a web-enabled system that permits citizens to request state government services via the Internet.

P-015-FY04-DHS (Technology Upgrade - Glenwood)
Project Summary:

Project funds are being requested to replace outdated campus network equipment, to develop systems to replace labor and paper intensive processes, and to update IT systems that are functionally obsolete.

P-016-FY04-DNR (DNR Law Enforcement Communications)
Project Summary:

Project funds are being requested to purchase computers, software, printers, and training for conservation officers to permit them to more efficiently and effectively perform job responsibilities. The current and primary means of communication for conservation officers is paper copy, local mail, and telephone, which are cumbersome and inefficient.

P-017-FY04-ITD (Enterprise HIPAA Compliance)
Project Summary:

Project funds are being requested to oversee and report on HIPAA related compliance activities within the executive branch of state government and to provide governmental entities in Iowa with advice and assistance in addressing the complex issues related to achieving HIPAA compliance. HIPAA was passed by Congress to reform the insurance market and simplify health care administrative processes.

P-018-FY04-DHS (Technology Upgrade - Campus Area Network)
Project Summary:

Project funds are being requested to update/replace the outdated communications and data transmission network on the Independence campus.

P-019-FY04-DHS (Supply Inventory / Work Order System)
Project Summary:

Project funds are being requested to replace the current labor and paper intensive supply inventory/work order system. This will facilitate more accurate and timely service delivery and costing/billing.

P-020-FY04-DHS (Transcribing Upgrade)
Project Summary:

Project funds are being requested to replace the current transcription system with a state of the art version that is less labor intensive. The utilization of this equipment will also facilitate a comprehensive review and improvement of the transcription process.

P-021-FY04-Regents (21st Century Learning Infrastructure)
Project Summary:

Project funds are being requested to continue the implementation of a statewide infrastructure that allow citizens to electronically receive digital educational material and professional development courses upon demand. This will enhance lifelong learning opportunities for all Iowans. It will also enhance teaching strategies. Funds were provided for these purposes in FY2001 and FY2002.

P-022-FY04-ITD (Enterprise Information Security Program)
Project Summary:

Project funds are being requested to continue funding for the enterprise information security program that assists agencies and other Iowa governmental entities in providing information assurance for government information systems and networks. The program also assists the Iowa Emergency Management Division in its Homeland Security efforts pertaining to cyber defense issues. This critical program was not funded by the legislature for FY03.

P-023-FY04-DHS (Campus Network Upgrade - Toledo)
Project Summary:

Project funds are being requested to replace outdated computers and printers and to update the campus-wide data transmission network.

P-024-FY04-ITD (IDMS Strategic Plan and Implementation)
Project Summary:

Project funds are being requested to study and evaluate alternatives to the IDMS database technology currently utilized by ITD. IDMS has technical limitations, especially in the areas of integration with other systems and access to data.

P-025-FY04-DRF (Electronic Tax Administration)
Project Summary:

Project funds are being requested to allow the agency to expand its successful implementation of e-services in the area of electronic tax administration. This project includes, but is not limited to, electronic filing of sales and other business taxes and web-based access to customer account information.

P-026-FY04-ITD (QA Testing Environment)
Project Summary:

Project funds are being requested to develop and implement an independent Quality Assurance "testing" program for application maintenance and development activities. An independent program will improve the quality of programming and reduce the incidence of "rework" and the possibility of payment errors.

P-027-FY04-DOC (HIPAA Project - Clarinda)
Project Summary:

Project funds are being requested to assist the Clarinda MHI become HIPAA compliant. This involves constructing a secure records storage area, developing a records storage management system to locate records and to track record access, and purchasing a new dictation system.

P-028-FY04-CJIS (Criminal Justice Information Systems Integration )
Project Summary:

This is a joint project with Department of Public Safety (Larry Grund, Kevin Techau), Department of Corrections (John Baldwin, Kip Kautsky), and Information Technology Department (Dave Meyers, Rich Varn). Project funds are being requested to continue the integration of the criminal justice information systems of the Departments of Public Safety and Corrections. This project will establish the foundation for future integration efforts within the justice community.

P-029-FY04-DHS (HIPAA, Network, PC - Cherokee)
Project Summary:

Project funds are being requested to assist the Cherokee MHI become HIPAA compliant. This involves costs related to staff training, upgrading network hardware and software, securing records, and creating systems and processes to monitor access to and release of records.

P-030-FY04-ITD (Document Management System)
Project Summary:

Project funds are being requested to implement an Electronic Document Management system. This will enable manual, paper processes to be efficiently performed by electronic means. The project will include deployment of technical infrastructure and supporting implementation activities.

P-031-FY04-ITD (Imaging System)
Project Summary:

Project funds are being requested to implement an Electronic Imaging System. This will provide a means to convert paper documents to an electronic format stored on electronic media. Once stored in electronic form, documents will be able to take advantage of electronic processing and management, thereby overcoming inefficiencies of manual, paper-based processes.

P-032-FY04-ITD (Expansion of Single Contact Repository)
Project Summary:

Project funds are being requested to upgrade and expand the software for access to the mainframe databases that are utilized for background checks related to practitioners and employees of health care providers that work with the elderly and children. SING is a single contact application for access to dependent adult abuse and child abuse registries, DCI criminal histories, sex offender registries, and health care professional licenses.

P-033-FY04-DHS (ICAR Roadmap)
Project Summary:

Project funds are being requested to comprehensively study, evaluate, and identify opportunities to redesign and improve the current outdated technology systems, processes, and applications utilized by the child support recovery program.

P-034-FY04-ITD (Knowledge Portal Infrastructure)
Project Summary:

Project funds are being requested to develop and implement a process, using current and new technology, to organize data and information in a meaningful, value added way that permits more efficient creation, sharing, and utilization of information in decision-making.

P-035-FY04-DHS (HIPAA / Health Information Database - Glenwood)
Project Summary:

Project funds are being requested to perform a Health Insurance Portability and Accountability Act (HIPAA) compliance readiness assessment at the Glenwood Resource Center. HIPAA requires that health care providers meet certain security, privacy, and confidentiality standards related to health information of clients and customers. Failure to comply with HIPAA requirements will result in financial sanctions and penalties.

P-036-FY04-ED(IPTV) (Digital TV Conversion - Transmission System)
Project Summary:

Project funds are being requested to convert the present analog transmission standard at Iowa Public Television to the Federal Communications Commission mandated digital transmission standard (HDTV). This conversion will significantly improve the video and audio quality of television.

P-037-FY04-DHS (HIPAA for Medicaid Systems)
Project Summary:

Project funds are being requested for Medicaid program compliance with the requirements of the Health Insurance Portability and Accountability Act (HIPAA). In particular, the act requires that state Medicaid programs meet certain national standardized formats concerning security, privacy, and confidentiality related to electronically transmitted health information of clients and customers. Failure to comply will result in financial sanctions and penalties.

P-038-FY04-DHS (HIPAA for non-Medicaid Systems non-Provider)
Project Summary:

Project funds are being requested to comply with and implement non-Medicaid program related HIPAA requirements within DHS. Funds will be utilized for project planning and management, system programming, application remediation, and developing and implementing systems to more rigorously track claim payment detail and the release of identifiable health care information.

P-039-FY04-IVH (IVH HIPAA Compliance & Single Electronic Record)
Project Summary:

Project funds are being requested to comply with federal HIPAA requirements and to comprehensively consolidate resident/patient records into one electronic system.

P-040-FY04-DNR (Integration of AFO Databases & New Technology)
Project Summary:

Project funds are being requested to utilize technology to improve the overall efficiency of the DNR field operations. Funds would be used to update software to facilitate database access, participate in database training, acquire needed training equipment, create web-based application for manure application training, create an electronic Manure Management Plan (MMP), purchase global positioning systems equipment, and purchase personal digital assistants (PDAs) for field staff.

P-041-FY04-ITD (Enterprise Data Warehouse)
Project Summary:

This project requests funds for additional development and expansion of both capacity and capability. Funds support the continued development of the Enterprise Justice Data Warehouse, the Department of Human Services Data Warehouse, expansion into new areas for Revenue and Finance, along with development support for agencies wishing to accomplish data warehouse development.

P-042-FY04-DHS (School Administrative Database Software)
Project Summary:

Project funds are being requested to develop and implement a comprehensive database (education) that provides instant and detailed student information and has comprehensive sharing, querying, and reporting capabilities. Currently, the facility has no database software for academic programs related to youth treatment.

P-043-FY04-DHS (Voice and Data Integration)
Project Summary:

Project funds are being requested to replace the outdated and failing campus telephone system at the Iowa Juvenile Home.

P-044-FY04-ITD (Desktop Managed Services)
Project Summary:

Project funds are being requested to implement the first stage of a comprehensive enterprise wide desktop management program. The program will standardize and centralize desktop support in the areas of hardware and software acquisition, installation, upgrade, replacement, maintenance, and support.

P-045-FY04-ITD (Consolidated Service Desk)
Project Summary:

Project funds are being requested to consolidate the decentralized, multiple, and varied agency IT help desk functions and responsibilities throughout the state government enterprise. This will enhance service delivery and promote standardization, efficiency, economy of scale, and cost effectiveness.

P-046-FY04-ITD (Common Access Card)
Project Summary:

Project funds are being requested to consolidate the current state employee identification card and proximity access card. "Smart card" technology features would be added to the consolidated card to create a single state identity card that would be utilized to access IT systems and secured state facilities. This would improve the overall security of state government.

P-047-FY04-DOC (ICON - Iowa Corrections Offender Network)
Project Summary:

Project funds are being requested to replace the current and outdated Adult Corrections Data System (mainframe based) with the Iowa Corrections Offender Network-Mercury System (web based). The ICON-Mercury System is user friendly and permits end users to better evaluate treatment and program effectiveness. Absent funding for this system, the agency will be forced to revert to manual processing for all offender records. NOTE: The same amount for the same reason is also being requested from "expenditure" funds.
